The E2 CONSULTING Team has undertaken the following projects:

LOAN 3420 PAK: Second Power Transmission Enhancement Investment Program Tranche 4, National Transmission and Despatch Company (NTDC), Pakistan, 2018-19.

In order to improve Pakistan’s power transmission infrastructure and management, Asian Development Bank (ADB) funded projects worth US$ 1.0 billion. The objective of the proposed multitranche financing facility (MFF) is to improve Pakistan’s power transmission infrastructure and management. E2 CONSULTING resources provided power sector overview, financial management assessment of the Executing Agency (NTDC), feasibility study and the economic and financial analysis of the sub-projects, coordination between technical consultant/team leader and various NTDC technical/functional departments and contributed relevant sections of the ADB RRP report for the Tranche 4 sub-projects of NTDC. The project also included preparation of the project completion report (PCR) for the Tranche 1 sub-projects for National Transmission and Despatch Company (NTDC), Pakistan, 2018-19.

Strengthening the Central Power Purchasing Agency (CPPA-G), Asian Development Bank/MRC Consultants, Madrid, Spain, 2017-2018

Under the mandate of Economic Coordination Committee of the Cabinet of Pakistan (ECC), Central Power Purchasing Agency Guarantee Limited (CPPA-G) through the funding by Asian Development Bank (ADB) is implementing the Competitive Trading Bilateral Contract Market (CTBCM). CPPA-G/ADB have engaged the services of MRC Consultants and Transaction Advisors, Madrid, Spain to prepare the design of the CTBCM and a transition from current Single Buyer Plus market operations to CTBCM by 2020. E2 Consulting resources assisted the MRC Consultant in the process, coordinating and monitoring of the activities, proposing solutions whenever implementation problems arise and provided measures to mitigate the effects of delays if any. He also provided guidance and support to stakeholders requiring specialized services in order to accomplish their targets in relation to the creation of the CTBCM; helped different authorities to arrive at the appropriate decisions, organized and facilitated capacity building programs aimed to improve and level the organize and facilitate capacity building programs aimed to improve and level the knowledge base of stakeholders at their different levels; organize forums as deem necessary to address issues related to the CTBCM implementation and prepare and disseminate information about the progress in the CTBCM implementation.

Review of Technical Evaluation of the Bids for Owner’s Engineer for a Gas Fired Power Generation Plant, Mari Petroleum Company Limited (MPCL), Pakistan, 2017

Mari Petroleum Company Limited (MPCL), one of the largest petroleum exploration and production companies in Pakistan, was working on developing a gas-fired combined cycle gas turbine (CCGT) power project as an IPP[1] on Build, Own, and Operate (BOO) basis to be located near Dharki (Sindh) or Sadiqabad (Punjab) in Pakistan. The project was planned to be fueled with low calorific value gas (about 460-480 BTU[2]/SCF) to be supplied from MPCL’s Lower Goru B Reservoir. MPCL engaged E2 CONSULTING to carried out an independent review and technical evaluation of four bids received for owner’s engineer services to carryout project’s pre-feasibility study, feasibility study, project development up to financial close, design review and project management services and construction management, supervision and warranty period services.

Generation Interconnection and System Impact Assessment Study for Dasu and Other Hydropower Projects, National Transmission and Despatch Company (NTDC), Pakistan, 2017.

NTDC conducted System Impact Assessment (SIA) for evacuation of around 12,861 MW power from various hydroelectric power projects (HPP) along the Indus River in the Kohistan Area of Khyber Pakhtunkhwa (5400 MW Dasu HPP, 496 MW Lower Spatgah, 665 MW Lower Palas Valley, 2300 MW Patan and 4000 MW Thakot). Transmission lines for power evacuation from Dasu and other HPPs had severe corridor constraints prompting detailed techno-economic comparison for selection of the optimal option. The three options considered for implementation included 500 KV and 765 KV HVAC and 500 KV HVDC. E2 CONSULTING resources carried out the economic comparison of the options and supervised project costing of the options. The study recommended 765 KV HVAC as the most technically and economically feasible option for DASU and other projects power evacuation.

In order to improve Pakistan’s power transmission infrastructure and management, Asian Development Bank (ADB) funded projects worth US$ 1.0 billion. The objective of the proposed multitranche financing facility (MFF) is to improve Pakistan’s power transmission infrastructure and management. To achieve this objective, the investment program consists of staged physical investments in the high-voltage transmission system, including the rehabilitation, augmentation and expansion of transmission lines, substations and supporting infrastructure. The physical investments aimed at increasing high-voltage transmission capacity to meet growing demand, improve transmission efficiency and energy security, and evacuate additional sources of power through the rehabilitation, augmentation and expansion of transmission lines, substations and supporting infrastructure. Nonphysical investments focused on increasing the financial management, regulatory relations and procurement capacity of the transmission system of NTDC. The nonphysical investments also catered to increase in institutional efficiency, cost recovery, competition, transparency and good governance within the sector. E2 CONSULTING resources provided power sector overview, financial management assessment of the Executing Agency (NTDC), feasibility study and the economic and financial analysis of the sub-projects, coordination between technical consultant/team leader and various NTDC technical/functional departments and contributed relevant sections of the ADB RRP report for NTDC.
